Can not install on XP machine

I am very new to using the Android OS.  I have a new Moto Droid, which I rooted, and installed busybox.  I then downloaded the file http://de.codeplex.com/Release/ProjectReleases.aspx?ReleaseId=36231#DownloadId=93937.  I unzip the file, then double click on the exe file. Immediately I get an error message that the program failed, the log looks as such:

What am I doing wrong.  The installation instructions seem deplorable, as I can not find any. I am assuming that I install this on my xp machine NOT my phone?  Any help would be greatly appreciated!

From the sound of it, you do not have the .NET framework 3.5 SP 1 installed. You can download it here.
